MR. ODA: If you will look at the proposed <br /> amendment to the last section (k) which was added. It was <br /> at your request, now, I don ' t know what you are going to do <br /> with it. <br /> MR. TRULSON: Maybe I misstated my motion. <br /> I do want it in. I want everything in except part (a) <br /> where it says three years and (c) where it says consecutive <br /> terms. You can refer back to part (c) of the original then. <br /> My concern is with the terms of the commission. Perhaps <br /> What I should do is restate my motion and make it clearer. <br /> I can restate my motion by reading from this proposal. <br /> My motion will be as follows as regarding <br /> Section 13-4. Boards and Commissions. . .Except as otherwise <br /> provided in this charter, all boards and commissions <br /> specifically established by this charter shall be governed <br /> by the following provisions: (a) The members shall serve <br /> staggered terms of five years beginning with any new <br /> appointee to any board or commission after January 1, 1980. <br /> (b) The members shall be appointed by the mayor, confirmed <br /> by the council and may be removed upon the recommendation <br /> of the mayor, with the approval of the council. (c) No <br /> member shall be' eligible for a second appointment to the <br /> same board or commission prior to the expiration of two <br /> years, provided that members of any board or commission <br /> initially appointed for a term of one year and two years <br /> shall be eligible to succeed themselves for an additional <br /> term. (d) No member whose term has expired shall continue <br /> to serve on such board or commission. (c) Any vacancy <br /> occurring in any board or commission shall be filled for the <br /> unexpired term. (f) Not more than a bare majority of the <br /> members shall belong to the same political party. (g) through <br /> ( j ) the same as it is in the present charter, without my <br /> reading it all . An addition would be (k) Notwithstanding any <br /> other provision in this charter, no person shall, by reason <br /> of his occupation alone, be barred from serving as a member <br /> of any board or commission. <br /> MR. SCHUTTE:. I second the motion. Bud, <br /> everything is the same then except for the addition of (k) , <br /> right? <br /> MR. TRULSON: Except what I read over, yes. <br /> The same as what? <br /> MR. SCHUTTE: The present charter. <br /> MR. OMONAKA: The motion should be no change <br /> except the addition of subparagraph (k) . .nobody shall be <br /> barred from serving on boards or commissions because of his <br /> occupation. <br /> -24- <br />
