MR. ODA: No. As I say, I do believe that <br /> that came out of this Hawaii Regulatory Licensing Reform <br /> Act. Basically, I think, the Legislature wanted to get rid <br /> of these old, old makule commissions that existed, like the <br /> Board of Massage, Boxing Commission, Rental Agency Commission, <br /> that kind of thing. Maybe because the governor had, so many <br /> board members to select--thousands of them--this would be <br /> one way to ease the burden on him to reappoint or appoint <br /> members of commissions, by cutting down on the number of <br /> commissions. They have an awfully hard time getting people <br /> to fill the boards and commissions, every year, or every <br /> four years. <br /> MR. SHCUTTE: What that also would do, too, <br /> I was just thinking about it, like I mentioned before, if <br /> the mayor proposes a program to the council. . .and four years <br /> down the road there is a change in council personalities <br /> and for one reason or the other that particular council, <br /> four years down the road may decide that that particular <br /> program that is set up is not doing anything. AS a result, <br /> they may decide, this year, to do away with it, with the <br /> funding. . . <br /> MR. ODA: That' s ', right, so, as I say, the <br /> principle is a good one. The question comes down to 'as <br /> Mr. Trulson always says, or somebody else says, or <br /> Mr. Sensano, I think, the human element involved whether it <br /> will result in any. . .you know, like anything else. . . <br /> MR. SCHUTTE: So what you are suggesting <br /> then would be to put it in the affirmative. . .the program <br /> shall include all executive departments. . . <br /> MR. ODA: Right. <br /> MR. SCHUTTE: The program shall include. . . <br /> is that any or all? <br /> MR. ODA: The program shall include all <br /> executive departments or agencies, board or commissions, <br /> you know, that kind of thing. <br /> MR. SENSANO: I think it would be better to <br /> delete the whole sentence altogether. <br /> MR. ODA: I am afraid that we might not be <br /> including somebody, see, that is the danger in something <br /> like this. You might have an offbeat group of people out <br /> there that might go by another designation that we don' t <br /> know about. I don 't think any of us in this county, or <br /> in this room, right now, are that aware of all the groups <br /> that might exist. I know in the charter there is a group <br /> called the Advisory Committee to the Mayor, or something like <br /> that. . .I don ' t know whether that group exists but. . . <br /> MR. SCHUTTE : So you are suggesting that we <br /> just delete that one particular sentence? <br /> -31- <br />
