MR. ISHIDA: Wouldn 't this be consistent as is? <br /> Because it says in 10-8. . .and must be approved by ALL council <br /> members present OR by two-thirds of the entire membership. <br /> MR. ODA: Well , it is inconsistent to the <br /> extent that there is no two-thirds of the entire membership <br /> in 3-13, right? <br /> MR. ISHIDA: It could be either/or. If you <br /> have, say, well, we have nine, now, if you have seven members <br /> and six in the affirmative vote. . . <br /> MR. ODA: Well , I don ' t know, I am guessing <br /> but I think the intent of it was because it may be an <br /> emergency where you have less than a majority present, you <br /> know what I mean? <br /> MR. ISHIDA: Yes, I can see that. . .but if there <br /> are nine full membership and all you need is two-thirds. . . <br /> to require all nine. . . <br /> MR. ODA: But that is not what the provision <br /> says, you know. That is not what it says. You have either <br /> way, so which way is valid? <br /> MR. ISHIDA: But if you don ' t have two-thirds, <br /> ALL must be present. All present for a vote. <br /> MR. ODA: For a vote, right. <br /> MR. ISHIDA: So if you have seven present, then <br /> all you would need is six affirmative votes. . . <br /> MR. ODA: You can read it that way. Two-thirds. <br /> MR. ISHIDA: Two-thirds is to not make it <br /> impossible at the polls. It also then covers the situation <br /> in a dire emergency where you have only five individuals <br /> present, then you would require all five, you can ' t have two- <br /> thirds then. . . <br /> MR. ODA: Whatever the commission wants, so <br /> long as they are consistent. <br /> MR. ISHIDA: What is the motion now? <br /> CHAIRMAN SAKATA: To accept 3-13 and .10-8. <br /> MR. ISHIDA: I would like to propose to make <br /> it consistent that we add the by two-thirds of the entire <br /> membership to Section 3-13. I feel if we do that we wouldn ' t <br /> be changing what it is now, plus, by deleting it, I think we <br /> are making it too restrictive. <br /> MR. TRULSON: Mr. Chairman. I will amend my <br /> motion to incorporate Mr. Ishida' s request. <br /> -34- <br />
