ODA: The declaration of emergency can be <br /> made but we are talking about the appropriations, only, in <br /> this section. The mayor would have to declare the emergency. <br /> I think there is a provision that says in his absence, some- <br /> thing, you know, there is a provision for that. <br /> MR. TRULSON: How would the first sentence <br /> of the second paragraph read? <br /> MR.
