They already had a charter and <br /> they had two options, two different options but there is no <br /> option as to the then present charter. <br /> MR. ISHIDA: It ' s a two part question on that <br /> ballot. . It says, if you want the nine then you select which <br /> option. <br /> MR. SENSANO: We have to make sure that we <br /> don ' t have the confusing ballot like they had for the ConCon. <br /> MR. TRULSON: This ballot says if you agree <br /> should it be revised and if you say yes then you vote for <br /> #1 or #2. . . <br /> MR. SCHUTTE: Are we discussing the points of <br /> this motion? Or are we discussing ballot design? <br /> MR. ISHIDA: I think we are discussing the <br /> substance of this because I think it is vital as to what are <br /> we really presenting to the electorate. <br /> MR. SCHUTTE: Yes, Richard, but what we are <br /> talking about is not only this motion but it involves every <br /> other change that we have made. That ' s the consideration <br /> we have to take in ballot design for everything else. <br /> MR. ISHIDA: This is not ballot design. <br /> MR. SCHUTTE: Why? <br /> MR. ISHIDA: Because we are, in fact, giving <br /> them only two options, or are we giving them three options? <br /> MR. SCHUTTE: It just happens the only difference <br /> between this motion and every other change that we have made <br /> here is that this particular motion has two options, a 5-2 and <br /> a straight 9 man council. That' s the only difference. When <br /> we reconsidered these other options, or these other changes <br /> that have been made, ballot design comes into play, also, <br /> because there are a number of changes that the voter has to be <br /> aware of does he want to retain what exists today or is he <br /> going to take over what is subject to change. <br /> MR. ISHIDA: I need to understand what the <br /> effect of it is when it is presented. If, under your two plans, <br /> we put these two options, what I want to know definitely or <br /> legally, is if we present these two options as you have stated, <br /> is it going to be one, or two, or is it going to be three? <br /> That ' s what I want to know. <br /> -10- <br />
