until such time that a reapportionment commission acts, I. <br /> would think that it would probably be constitutional. Because <br /> even ,the present House districting, based on the State House <br /> of Representatives by population right now is highly irregular <br /> anyway. It ' s just another form of irregularity, the way I see <br /> it. <br /> MR. TRULSON: Mr. Chairman. I call for the <br /> question. <br /> CHAIRMAN SAKATA: Correct me, if I am wrong, <br /> Mr. Schutte. The motion is to have three options. Option #1 <br /> will be the 5-2 council makeup, 5 from the districts and 2 at- <br /> large. Option #2 would 9 members and it would be 3 from <br /> district #2, and 2 each from district 1 , 3, and 4 with residency <br /> requirements. The third option was to include the present makeup <br /> to be a 5-4 makeup of the council. <br /> MR. SCHUTTE: That ' s correct. <br /> MR. OMONAKA: So the intent, Mr. Chairman , would <br /> be that this is an interim setup and there will be a timetable <br /> for a complete reapportionment for 9 separate single council <br /> districts. So there would have to be another reapportionment <br /> language provision set up if this proposal. . . <br /> MR. SCHUTTE: Yes, that ' s true, Mr. Omonaka. <br /> CHAIRMAN SAKATA: Any other discussion? <br /> MR. ISHIDA: just for the record, I think you <br /> said the last alternative was 5-4. It' s really 6-3. <br /> CHAIRMAN SAKATA: Correction , that ' s right. <br /> 3 at-large, right? Does everyone understand the intent of the <br /> motion? <br /> Ayes - Yanaga, Trulson, Noes - None <br /> Yagong, Omonaka, <br /> Sensano, Ishida, Absent - Cadinha <br /> Kobayashi, Iwamoto, - 1 <br /> Schutte, Sakata <br /> - 10 <br /> Carried. <br /> MR. ISHIDA: Because I like the number 9, I ' ll <br /> have to go along with this motion, although I would like <br /> at-large members. <br /> MR.
