ODA: Well, it ' s a little confusing right <br /> now because it says the commission may apportion the district <br /> council seats. Now, districts as used in the reapportionment <br /> Section 3-3 are the House Representative Districts, you see, so <br /> . . . <br /> MR. ISHIDA: Mr. Chairman. It is my under- <br /> standing under option #2, that what we were in fact to approve <br /> was a 9 single member district with an interim provision. <br /> Consequently, the reapportionment would be a 9 single member <br /> district. This was my understanding when you took the vote. <br /> MR. SCHUTTE : That ' s correct. <br /> MR. ODA: Then perhaps subsection (g) . . .I don ' t <br /> know the wording. . .I 'm looking at it. . .perhaps the word "district" <br /> in that provision might be misleading. Because the interim <br /> proposal is still pegged to House Representative Districts. <br /> Let' s say if you took out the word five district. . .the commission <br /> may apportion the council seats among. . . <br /> MR. ISHIDA: The interim provision would be <br /> effective until the reapportionment. <br /> MR. OMONAKA: The reapportionment of separate <br /> 9 council districts. <br /> MR. ODA: That provision has to be worked on <br /> a little bit to kind of give it two separate possibilities. <br /> MR. SCHUTTE : Stuart, are you asking that you <br /> be given the time to reword this? <br /> MR. ODA: I would like that. I certainly <br /> can ' t do it right on the spot, right now, it ' s too important <br /> a provision. <br /> MR. SCHUTTE: Mr. Chairman, may I suggest that <br /> legal counsel be given the opportunity to check the language <br /> on this subsection (g) . <br /> CHAIRMAN SAKATA: All those in favor of giving <br /> legal counsel this opportunity to check the language, aye? <br /> All ayes. Carried. <br /> MR. ODA: Those are the two concerns that I had. <br /> MR. SCHUTTE : Mr. Chairman. That ' s looking at <br /> the intent of the 9 districts. <br /> Mr. Chairman.
