MR. ISHIDA: I think we are going to have to <br /> make a determination now because otherwise it directly affects <br /> us as to what plan are we really adopting. The plan that you <br /> are proposing is, I think, the one that is the tentative <br /> proposal, or an interim type of proposal , presented by the <br /> Kona group. But, it is only an interim type of situation, so <br /> what are we really going to ask or place before the voters as <br /> far as a permanent plan is concerned? <br /> MR. SCHUTTE: Mr. Chairman, would one of the <br /> other commissioners want to comment on that a moment? <br /> CHAIRMAN SAKATA: Are there any other comments <br /> on this discussion? Right now, Mr. Schutte, you are proposing <br /> that from the four districts you are going to get a total of <br /> nine, right? <br /> MR. SCHUTTE : That ' s right. <br /> CHAIRMAN SAKATA: And then in the reapportionment <br /> districts you are talking about 9 districts..and 9 members running? <br /> MR. ISHIDA-: I don 't know. That is what I wanted <br /> to verify. <br /> MR. SCHUTTE: I said that is what I. . .I ' ll restate <br /> it. . .that is what I 'm looking at. <br /> MR. ISHIDA: I would just like to say that I <br /> like the number 9. That is what I have always been stating. <br /> I think we should stick to the number 9, but I don ' t think as <br /> far as this county is concerned, 9 single member districts will <br /> really fit the bill. I feel that there should be some at-large <br /> representation. <br /> CHAIRMAN SAKATA: Right now, Mr. Schutte' s proposal <br /> is all residency requirements, right? Where they have to reside <br /> in that specific district. <br /> MR. SCHUTTE: The entire intent of the motion <br /> is specific district representation. <br /> MR. SENSANO: Mr. Chairman. If that is the intent <br /> then the motion should reflect the fact that the setup as <br /> proposed by the mover of the motion is only temporary :until such <br /> time as the whole island is districted into 9 districts or <br /> whatever it is. <br /> MR. SCHUTTE: Mr. Sensano, are you suggesting <br /> then that this be interim proposal to the ballot? <br /> MR. SENSANO: Yes, I would. <br /> MR. SCHUTTE: In the event of reapportionment <br /> then this would be taken under consideration in addition to <br /> option #1? I believe option #1 which is the 5-2, would also <br /> be considered and that when that reapportionment does come <br /> -6- <br />
