I, therefore, Mr. Chairman, will support the <br /> submittal of two proposals for action by our voters. These <br /> two proposals are: ( 1 ) The 7 person council we approved on a <br /> 6-5 vote and ( 2) A 9 person council, each council person to be <br /> elected from a duly apportioned district. <br /> The submittal of these two proposals will give <br /> the voters of this county the opportunity of selecting the one <br /> they believe will give them the best representation possible. <br /> CHAIRMAN SAKATA: Thank you, Mr. Sensano. <br /> MR. SCHUTTE : Thank you, Mr. Sensano, for your <br /> support of the motion. I call for the question. <br /> MR. ISHIDA: Mr. Chairman, before we call for <br /> the question. I have a question for Mr. Oda. If there are <br /> two options as presented as covered in the motion to the <br /> electorate, we are, in fact, presenting three options to them, <br /> are we not? The present one and two options? <br /> MR. ODA: No, not really. The present one stays <br /> in the book but it won ' t really be on the ballot. <br /> MR. ISHIDA: If the present one isn 't on the <br /> ballot, when we put the two options on the ballot, are we, <br /> in fact, eliminating the present one by doing that? <br /> MR. ODA: In effect, I think that is what ' s <br /> happening. <br /> MR. ISHIDA: Can we do that? <br /> MR. OMONAKA: Mr. Chairman. In terms of ballot <br /> design, we should put three propositions in. . .no change, <br /> proposition #1 , proposition #2 and the plurality of that would <br /> carry. <br /> MR. ODA: If you just put two, you are, in <br /> effect, already deleting the present charter provision. <br /> MR. ISHIDA: How can we present it to the <br /> electorate so that let ' s assume there are 50% of the electorate <br /> that wants the present setup? <br /> MR. ODA: As has been suggested, put the third <br /> option. . . <br /> MR. OMONAKA: First of all. . .are you willing to <br /> accept the present council makeup. ®and they have a chance to <br /> vote on that then no change. . . <br /> MR. ODA: ' No change, ,_option _#1 and option #2. . . <br /> number 3, I mean. <br /> MR. ISHIDA: Mydifficultyis this. If we put <br /> justoption #1 , and option #2, right? This is what this <br /> commission approves, now, can we just put option #l , and option #2? <br /> -8- <br />
