MRS. KOBAYASHI : What if we just worked on the <br /> other ballot questions. Would that help you any? <br /> MR. ODA: Right. If the motion can be deferred as <br /> to the provision regarding Section 3-2 and if the commission <br /> in inclined to approve the rest then we can finish it up. . . <br /> MR. TRULSON: I ' ll amend my motion to defer <br /> Section 3-2. <br /> CHAIRMAN SCHUTTE : Bud, is your motion to defer? <br /> MR. TRULSON: Section 3-2 of the ballot. <br /> MRS. KOBAYASHI : Second. <br /> CHAIRMAN SCHUTTE: All right. Discussion on the <br /> ballot will continue. <br /> MR. OMONAKA: Mr. Chairman. Would it help any if <br /> this commission took a position to say that the intent of <br /> the propositions, any propositions on the ballot, help-®of how <br /> the ballot vote. . . <br /> MR. ODA: Well , the intent of the commission is always <br /> very important intimes of ambiguity or in case there is a court <br /> challenge on it. So, I would have no ,objection to something <br /> like that. I think intent is good. Something on the record <br /> that people can refer to. <br /> MR. OMONAKA: Would it help any if we developed this <br /> intent first before you go to the Ltd Governor, or wait until <br /> we have an opinion? <br /> MR. ODA: Oh, no, as I say, I 'm not trying to stifle <br /> discussion. <br /> MR. OMONAKA: I understand that but would it help <br /> any if we take a position now prior to your going to the Lt. <br /> Governor or after? <br /> MR. ODA: Oh, no, that ' s okay. No problem. <br /> MR. ISHIDA: But does it make any difference for you? <br /> If it doesn ' t make any difference whether we take a position <br /> then I don ' t think it would make any difference. <br /> MR. ODA: The position would go toward intent and <br /> at least the discussion leading up to it would go toward intent. <br /> I could make the specific question, refer the specific question <br /> to the Lt® Governor, that office, and if they say, that ' s not <br /> and we can 't do that, then. . . . <br /> MR. TRULSON : Perhaps if they know our intent, if <br /> it can ' t be done this way they will have an answer on how it <br /> can be done to accompany our intent. <br /> MR. ODA: I don ' t think it would hurt. <br /> -35- <br />
