COMMUNI- The following communications were considered : <br /> CATIONS: <br /> Comm. 83 : Letter from Edward Harada, Chief Engineer, <br /> Department of Public Works, dated July 23 , <br /> 1979 , regarding assignment of sanitary <br /> sewerage system to Department of Water Supply. <br /> Comm. 84: Statement of Stephen Yamashiro, Chairman , <br /> County Council , dated July 25 , 1979, regarding <br /> an alternate plan for the makeup of the <br /> council as a charter amendment. <br /> Motion was made by Mr. Omonaka <br /> to receive and file Communications <br /> #83 and 484. Seconded by Mrs. <br /> Iwamoto and unanimously carried. <br /> BUSINESS CHAIRMAN SCHUTTE: We' ll go to the business of <br /> OF THE the day. We ' ll have discussion of public <br /> DAY: education of the charter election and also <br /> continue drafting revisions or corrections of <br /> the existing charter. <br /> Before I turn this over to Mr. Oda, is there <br /> any motion to dispense with the rules of procedure? TRULSON: In regards to what? <br /> CHAIRMAN SCHUTTE : So that we can discuss any <br /> back policies that may have been brought up that do not fall <br /> in line with Robert ' s Rules of Order. <br /> MR. OMOiiAKA: Regarding the agenda? <br /> CHAIRMAN SCHUTTE : Regarding the discussion <br /> that may take place on the agenda_ relative to the portions ,that <br /> we are drafting now or shall we wait until later, if necessary? <br /> Okay, our legal counsel has something to relate <br /> to us. <br /> SECTION 3-2: MR. As I stated last week, on the matter of the <br /> amendment of Section 3-2, based on the addition of Council <br /> Chairman Yamashiro ' s request as a third alternative, actually <br /> making it four choices with the present--if you consider the <br /> present section of 3-2--when I, with the assistance of Ms. Higa <br /> here, started to put together the ballot form, the language of <br /> that , it was obvious that it was going to be extremely <br /> -2- <br />
