problem of trying to get one option and then having the status <br /> quo so that we can get a majority on the ballot. . . looking at <br /> the proposals from all and having this agony of trying to make <br /> the final decision again today, I have to go to my former <br /> decision of 5-2. So I would say "nay" on this. So ny vote <br /> will be no. <br /> What is the count, now? 6-5? Six noes and <br /> five yeas. <br /> MR. OMONAKA: Mr. Chairman. I would like to <br /> move that we adopt a 5-2 plan as we previously discussed and <br /> I want my motion to include that, similar to Mr. Trulson, <br /> we just have one option. The present status quo and this <br /> so-called 5-2 plan. <br /> CHAIRMAN SAKATA: We have the motion. Do I <br /> have a second to that? <br /> MRS. KOBAYASHI: Second. <br /> CHAIRMAN SAKATA: It has been moved and <br /> seconded that we go on this 5-2, 5 district and 2 at-large <br /> and that this be one option with the status quo. <br /> MR. ISHIDA: Mr. Chairman. Just for the <br /> record, on this 5-2 could we also include the terms so that <br /> there won't be any question? <br /> CHAIRMAN SAKATA: That would be 5 councilmen <br /> from the districts serving a 2-year term and 2 at-large <br /> councilmen serving a 4-year term. That ' s the term, right? <br /> MR. OMONAKA: Taken from the respective current <br /> House Representative Districts and the only exception being <br /> the 2nd district getting two councilmen until such time as <br /> the reapportionment committee can reapportion the districts. <br /> CHAIRMAN SAKATA: Any other discussion on this? <br /> If not, are you ready for the question? <br /> MR. CADINHA: Mr. Chairman. Mr. Sensano, awhile <br /> back, recommended a hybrid situation that I didn 't pa'/J.much <br /> attention to but it seems to make a lot of sense to me. I 'd <br /> like to move that we amend Mr. Omonaka' s motion to read 5 district <br /> candidates ;fOr;:;2-year terms, 2 at-large candidates from East <br /> Hawaii and 2 at-large candidates from West Hawaii. The West <br /> Hawaii candidates would mean South Kohala thr•ough. Ka'u. The West <br /> Hawaii candidates would be North Kohala through Kona. <br /> MR. SCHUTTE: I second that motion. <br /> MR. OMONAKA: Mr. Chairman. I would like to <br /> call a point of order. I think the concept here is a 7 man <br /> council and I don 't think that amendment is germane to the motion. <br /> Can we have a ruling on that? <br /> -6- <br />
