t`XII. CONCLUSION <br /> After eight months of work, the commission presents this <br /> amended Charter. It continues to reflect the strong mayor <br /> government, but also provides for checks and balances, and <br /> accountability of all government officials. <br /> Proceeding with. the idea that the present Charter is <br /> basically a sound document, major proposals are few. The <br /> commission believes that the amendments reflect 'the desires of <br /> the public and that the proposals are all in the best interest of <br /> Hawaii' s residents.
