No person who fails to register shall be heard. <br /> The Chairman shall call the name of the person <br /> desiring to speak and all persons shall speak before a microphone <br /> and be informed that their statements will be recorded. <br /> All statements before the coTmission shall be in <br /> reference to provisions of the Charter of the County of Hawaii <br /> or those that may be proposed as amendments or additions thereto. <br /> Statements not relevant, at the discretion of the Chairman , shall <br /> not be heard or considered. Whenever requested or appropriate, <br /> the speaker shall specify the Charter provision referred to so <br /> that members may be familiar with its provisions. <br /> All statements are to be made to the commission <br /> in general and not to any specific member unless in response to <br /> a question by the said member. <br /> At any time, the Chairman or any commission member <br /> may interrupt any person making a statement for a clarification <br /> or an answer. <br /> At the discretion of the Chairman , .each person <br /> may be allotted a specific number of minutes to speak. <br /> Written proposals regarding any amendments or <br /> additions to the Charter may be submitted at the time of the <br /> hearing, or after the hearing. I believe we have a deadline of <br /> May 29. <br /> Written statements on issues' before the commission <br /> may be deferred until such time as the subject matter referred <br /> to in the agenda, or statement, appears on the commission ' s agenda. <br /> If deferred, the writer shall be informed when the issue will be <br /> on the agenda to allow the writer the opportunity to address the <br /> commission and elaborate or clarify his statement, should he so <br /> desire. <br /> Oral statements before the commission will be <br /> heard at scheduled public hearings to be held by the commission. <br /> The commission requests that{ any persons making <br /> any statements, if possible, have a written statement prepared <br /> and distributed prior to making a statement. It is merely a <br /> request. It is not mandatory, it is so commission members can <br /> follow your statements as they go along. If you don ' t have <br /> anything like that, don ' t worry about it, i!t is not absolutely <br /> mandatory. <br /> Thank you. <br /> The Chair introduced Mr. Kengo Nagasako as the <br /> first speaker. <br /> -2- <br />
