You see, who enforces this? You've got to have something--if <br /> you leave it up to the county council and especially you have <br /> an attorney, he is not going to advise even if he knows what <br /> is right and what is wrong. That is something that I can ' t <br /> understand. If I were an attorney and I know if I couldLr1ead <br /> the_se 4rl g'al things , . I would advise. In fact, I would say we <br /> don ' t need a legal counsel , I would give you folks the legal <br /> counsel. I 'm an elected official and a licensed attorney. <br /> But I 'm not. But because of that wording "may" our finance <br /> committee approved the payment. - <br /> I guess I have talked enough. I 'm sincerely <br /> hoping that this commission will place the important things , <br /> what you think the people want and let the people have a choice <br /> to vote for these, each proposals. I 'm sure that the people <br /> will appreciate it if you place Initiative, Referendum and <br /> Recall with no strings attached. If you are going to let the <br /> county officials to take the pay raises, give fringe benefits, <br /> bowing to the pressure of these big unions , we are going to <br /> be broke in the next, maybe, five or ten years.. I 'm tired of <br /> paying taxes. Thank you. <br /> MR. TRULSON: Regarding the recall , are you. <br /> aware that the present charter does provide for the removal <br /> of the councilmen or the mayor by impeachment proceedings? <br /> MR. SAMESHIMA: By impeachment, yes. But that <br /> is the simplest way to go. But who is going to initiate the <br /> impeachment? All you need is, I understand, you need just a <br /> handful of registered voters to sign a petition and the judge <br /> rules whether you are in or out. <br /> MR. TRULSON: You're talking about impeachment <br /> or recall? <br /> MR. SAMESHIMA: impeachment , yet. I think the <br /> impeachment is very: simple. But , you see, the judge now, how <br /> are you going to know what the judge is thinking about? Maybe <br /> he is going to tell you and say that is not enough reason . <br /> Many t,imes::zthat happens. But if you give the people the right <br /> to throw out. this politician, the politicians will look alive. <br /> The recall is very important. Not for any simple matter because <br /> there are times when• a poli ti_c,ian does something very serious. <br /> One day you are going to find somfebody is going to be in : that <br /> position but he is still going to be officially. . . . <br /> MR. <br /> MR. TRULSON: If there was recall , would you <br /> require like the present Initiative__does that there be 15% of <br /> the registered voters sign -Qa=peti_tion _for recall? <br /> MR.
