BOSHARD : I think all departments that <br /> have to do with public works should be under public works <br /> including water. Even though I 've got some good friends there. <br /> It would not only streamline, but'' it would make for unified <br /> transaction and easy coordination 'of all public activities <br /> and work. e _ <br /> CHAIRMAN SAKATA: You have answered my question. <br /> I was going to ask you a question pertaining to departments <br /> and since you brought up this problem that you have with water <br /> and so on, I thought probably you would go with some of the <br /> other members-of the West Hawaii Committee about merging or <br /> consolidating the departments. <br /> REV. BOSHARD: Yes, I think their recommendation <br /> is an outstanding one. <br /> CHAIRMAN SAKATA: So that the planning department <br /> and the research and development and the water department would <br /> be all under one, when they plan anything for development and <br /> so forth?_ <br /> REV. BOSHARD : But I would like to have at least <br /> half of that staff over here. <br /> MR. ISHIDA: Dr. Boshard, your proposal as far <br /> as the satellite office is concerned, do you wish this provision <br /> to be placed in the charter and if so in what format? <br /> REV.. BOSHARD : - I just don ' t know what format , <br /> Richard. I would need to depend upon the commissioners to <br /> figure this out. I only express a need; I don ' t know whether, <br /> as I mentioned earlier, whether it is under your purview, but <br /> somebody has to take action somewhere to provide the necessary <br /> -17- <br />
