garbage on the beach, on Monday, after a heavy Sunday. That ' s <br /> a very heavily used beach. He says well , I don ' t know who' s <br /> responsible for getting me a rake. I said well , if I got you <br /> a rake, would you do it?' He said I don ' t know who' s responsible <br /> for providing me with a wheelbarrow. And on it goes. And he <br /> is a dedicated guy who would love to do it but somebody <br /> upstairs doesn ' t give a damn. So, I think you have got to <br /> define responsibility. <br /> The next thing you have got to do is have a <br /> review process . In- the years I have lived on this island, I <br /> have never heard an adequate citizens ' review of what happened <br /> last year. What have we accomplished? Where have we failed? <br /> What departments met their budget? Anybody over? Anybody <br /> under? How can you run a business like that? I submit that <br /> there has got to be review system and that, I think , can be <br /> built into your charter provisions. <br /> And redress. Well , I 've been in business some <br /> 40 years and one of the principles that I learned many years <br /> ago, in running a business , and I 'm sure it ' s no different <br /> than running a county government, is that you plan, then you <br /> act, then you re-evaluate or review as we just did, and then <br /> you replan. Nobody is going to learn to run this county <br /> perfectly in a year, or two, or ten. So if you don ' t provide <br /> a built-in system for re-evaluating and going back and saying <br /> this was wrong , that was wrong, let ' s change it, and motivate <br /> the people to do a better job, they are not going to do a <br /> better job. So they are going to ask for automatic wage <br /> increases and cola allowances instead of going out and doing <br /> a whale of a job where everybody is happy to give them a reward <br /> for a job well done. <br /> Somebody said, tonight, have you counted the <br /> cost? What was it, asatellite office in Kona, or something. <br /> Well , I ' ll bet you there are a lot of gentlemen in this room <br /> and some ladies, too, who have been responsible for running <br /> businesses that had -a:need crop up somewhere else. So what do <br /> you do? You' ve got so much sales , or so much income to pay <br /> the expenses . . .you figure out how to do it. In this county, <br /> nobody is trying to figure out how to do a better job with <br /> fewer people, or the same people. They just want to know how <br /> many more can we hire and how soon can we raise it? And I <br /> submit that is irresponsible government. Very irresponsible. <br /> And finally in the area of removal , certainly <br /> the ,gpestion of Initiative and Referendum speaks to correcting <br /> it. I think that definitely is a power that belongs to the <br /> people. The Sunset Law has been mentioned. Of course, the <br /> ballot box is the ultimate. But the ballot box won ' t work if . <br /> you haven ' t set standards and judged a man and found him <br /> wanting and gave him a chance to improve, still found him <br /> wanting , and you vote him out. If you hadn ' t done any of <br /> those things , the next fellow comes in and say well , it ' s my <br /> four-`years , let ' s see how we can milk this cow. <br /> -24- <br />
