ISBELL: My name is Virginia Isbell and <br /> I 'm representing the Women of Hawaii for Better Government. <br /> We are one of the five groups on this little piece of paper <br /> and I would like to remind you all it cost $800 to put it out. <br /> If you would like to donate, please feel free to. We all did <br /> it for you and you. <br /> We would also like to state to Mr. Murray <br /> who stressed "men" of integrity in government, over half the <br /> population is women and I would like to suggest that we have <br /> "women" of integrity in government ! <br /> I would also like to state that if anybody <br /> here is looking at the green book like this' (charter) it is <br /> out of date. We found that out when I appeared before you in <br /> April . That the little black book which is the law book of <br /> Hawaii , Hawaii ' s Revised Statutes , whicht has the four charters <br /> of the four different counties in the state, is out of date. <br /> It has been five years and the county hasn ' t yet sent ._the-:new <br /> .Revised County Charter to the State of Hawaii , so they really <br /> don ' t know what is going on here. It is not in the book. <br /> I would like to suggest that it be part of your duty, at the <br /> end of this charter review that when the new charter comes <br /> out there be a recommendation that within two months , at least, <br /> a new one be sent to the sta-be so that they have it in the <br /> law books, please. <br /> • <br /> We have circulated, not petitions but signatures <br /> of support papers around. We have over 200 signatures. We <br /> could have gotten many more but that is not the important thing. <br /> We do have a lot of people who support the Women of Hawaii for <br /> Better Government which states mostly what has been said here <br /> tonight. Basically, nine members. None at-large. One-man , <br /> one-vote by district representation. <br /> We also believe that it should be reviewed-- <br /> the County Charter in Honolulu has an 8 year review, and this <br /> way you don ' t wait for the census to be done which may not be <br /> as accurate as a county census which is done by the people who <br /> live here in their own districts. <br /> • <br /> ' The second thing is that we have four-year, <br /> staggered terms. <br /> And the third thing, interim appointments for <br /> -27- <br />
