In other words, I think <br /> maybe we can say "use" the federal census if it is available. <br /> MR. OMONAKA: Maybe this reapportionment <br /> committee wants to go and get its own census. <br /> CHAIRMAN ISHIDA: True. Maybe the system <br /> used by Hawaiian Electric is valid. <br /> MR. ODA: Isn ' t the reason why we moved it <br /> to 1983 was to take advantage of the census? <br /> CHAIRMAN ISHIDA: Right. Again, you know, <br /> we are depending on another government agency waiting for the <br /> census to come out. <br /> MR. ODA: If you want to just leave it"according <br /> to law" I have a feeling in 1983 when the reapportionment <br /> commission meets they are going to say, what does that mean? <br /> I can almost see it. <br /> MR. OMONAKA: They will have to read the <br /> minutes. <br /> MR. ODA: Like "impeachment according to law" <br /> none of us knew what that was until somebody started asking <br /> questions. <br /> MR. OMONAKA: Why don ' t we just say that "based <br /> upon the most recent federal and other acceptable census"? <br /> CHAIRMAN ISHIDA: Or other acceptable means. <br /> Let me ask you, you say that there are cases now that <br /> question registered voters , is it possible in something like <br /> this that registered voters may be held valid? <br /> MR. ODA: I suppose so, though the main reason <br /> why registered voters was held unconstitutional was the fact <br /> that those in power on those specific hearings on the mainland <br /> had gone out to register voters in campaigns, for example, to <br /> get voters registered. Just so that their party-10r their <br /> group, or whatever could prevail and those less educated <br /> less aware of things , less organized never bothered to register <br /> and yet they comprise the majority of the people in the county <br /> or in the city and they were disenfranchised. And to use <br /> registered voters on that- basis is clearly not representative <br /> of the population but only a special elite group who are <br /> actually not representing the entire population. <br /> -15- <br />
