ODA: This is where in my comments last <br /> week to the planning department section , I suggested to 'over <br /> the section on general plan amendments that subsection (c) <br /> be added on page 7 to say that amendments to the general <br /> plan may be initiated by the council or planning director. <br /> Right now, they only may be initiated by the planning <br /> director. <br /> CHAIRMAN ISHIDA: Based upon the ordinance. <br /> This present provision just says the council shall adopt. <br /> It doesn ' t say initiate. <br /> MR. ODA: That ' s right. <br /> CHAIRMAN ISHIDA: How would (c) read? <br /> MR. ODA: Amendments to the general plan may <br /> be initiated by the council or planning director. That way <br /> there will be no controversy as to who may initiate. <br /> CHAIRMAN ISHIDA: Any questions on that <br /> modification? Okay. There is one more provision that has <br /> to be brought up and I suppose it affects 3-7. Gloria reminded <br /> me of the separate counsel provision for the county council. <br /> Separate legal counsel. Maybe I should ask a general question. <br /> As far as this committee is concerned, in view of the input <br /> that has been presented, is there anyone who fee:1s that <br /> separate legal counsel for the county council is not necessary? <br /> MR. OMONAKA: The only question comes then is <br /> who will be the legal county attorney? Representing the <br /> council? <br /> CHAIRMAN ISHIDA° I would say it is the <br /> corporation counsel. We should make it clear at that time. <br /> I would think the counsel for the county council would be <br /> restricted and strictly limited to council matters. <br /> MR. ODA: I can suggest that the council may <br /> hire a legal counsel and the necessary staff to advise the <br /> council and the said counsel and staff shall be, their duties <br /> shall be confined to council matters. <br /> MR. OMONAKA: You know, Rudy suggested that <br /> the County Clerk ' s position can become an attorney' s position. <br /> -21- <br />
