Its duties and compensation shall be <br /> specified by ordinance. <br /> CHAIRMAN ISHIDA: You are getting away with <br /> general language. Would that meet the requirements? <br /> MR. ODA: The only hangup I have on this is if <br /> you go to mandate the council to hire a legal staff, I mean <br /> if you want that you may have to mandate it because politics <br /> is going to come into the picture. Right now they already have <br /> the authority. <br /> CHAIRMAN ISHIDA: But it is not explicit, right? <br /> They are saying it is not explicit, I think. <br /> MR. ODA: They already have the authority to <br /> create a legal staff if they want. The county council is a <br /> legislative body by ordinance they could create it. So if you <br /> use the word may. . . <br /> -24- <br />
