I can ' t think of any alternative that would be fair. <br /> MRS. KOBAYASHI : Of the five equal running <br /> districts, would that be four year terms? . . . . . <br /> CHAIRMAN ISHIDA: I would like to see three <br /> two year terms. In other words, give the first two staggered <br /> terms, at least we' ll have five positions coming up for <br /> election. That ' s only an arbitrary position , you know. <br /> MRS. So there won ' t <br /> be four coming from one area. The present three at-large <br /> positions, they are all from Hilo, are they not? So maybe if <br /> we have four at-large then I think it ' s not ridiculous for me <br /> to assume that there is a high possibility that four may come <br /> from Hilo because in any other district may not want to run for <br /> that kind of position. Unless we place some kind of a residence_ <br /> requirement. <br /> MRS. KOBAYASHI : When I add it up, Kona still <br /> will have--where we have nine councilmen, two at-large, seven <br /> councilmen, two at-large, Kona still is not going to have the <br /> same as Hilo. <br /> CHAIRMAN ISHIDA: No. I don ' t think right nowthat <br /> should .. ' be true anyway.
