§ 27-20 HAWAII COUNTY CODE <br />(f) Storm water shall be disposed into drywells, infiltration basins, or other approved <br />infiltration methods. The development shall not alter the general drainage pattern <br />above or below the development. <br />(1993, ord 93-78, sec 3; am 2001, ord 01-108, sec 1; am 2007, ord 07-169, sec 12.) <br />Section 27-21. Standards for manufactured homes. <br />Manufactured homes that are placed or substantially improved on sites outside of a <br />manufactured home park or subdivision, in a new manufactured home park or <br />subdivision, in an expansion to an existing manufactured home park or subdivision, or <br />in an existing manufactured home park or subdivision on which a manufactured home <br />has incurred "substantial damage" as the result of a flood shall: <br />(a) Within Zones AE or AH, be elevated so that either: <br />(1) The lowest floor of the manufactured home is at or above the base flood <br />elevation, or <br />(2) The manufactured home chassis is supported by reinforced piers or other <br />foundation elements of at least equivalent strength that are no less than <br />thirty-six inches in height above grade and be securely anchored to an <br />adequately anchored foundation system to resist flotation, collapse, and lateral <br />movement. <br />(b) Within Zone AO, be elevated such that the lowest floor of the manufactured home is <br />elevated at least as high as the depth number specified in feet on the FIRM, or at <br />least two feet if no depth number is specified and be securely anchored to an <br />adequately anchored foundation system to resist flotation, collapse, and lateral <br />movement. <br />(c) Within Zone A, comply with the standards of section 27-24. <br />(d) Within Zones V or VE, comply with the standards of section 27-23. <br />(1993, ord 93-78, sec 3.) <br />Section 27-22. Standards for floodways. <br />The floodway identified on the Flood Insurance Rate Maps and located within areas <br />of special flood hazard is the watercourse reserved to discharge the base flood. Since the <br />floodway is an extremely hazardous area due to the velocity of floodwaters which carry <br />debris, potential projectiles, and erosion potential, the following provisions apply: <br />(a) Encroachments, including fill, new construction, improvements to repetitive loss <br />structures, substantial improvement, and other new development shall be <br />prohibited unless certification and supporting data is provided by a licensed <br />professional engineer or architect demonstrating that the encroachment will not <br />cause any increase in base flood elevations during the occurrence of the base flood <br />discharge. <br />(b) If an encroachment within a floodway is allowed under the conditions of paragraph <br />27-22(a), all new construction, improvements to repetitive loss structures, <br />substantial improvement and other proposed new development shall comply with <br />all applicable flood hazard reduction provisions established in this chapter. <br />27-22 <br />
