<br />K a h u l u i - K e a u h o u P a r k w a y <br />The committee discussed how the mauka - makai roads running through the Ali'i Parkway may allow for <br />the roadway to be do ne in increments. <br />Nancy Pisicchio added that the Mayor is supportive of efforts to redesign the roadway to be 2 lane with <br />multi - modal functions and open spaces, however because of the past contentious nature of the <br />project, he is not prepared to seek fund ing for the project until he finds a general consensus among <br />constituents. Ms. Pisicchio stated she had been talking to Councilmember Kanuha who has been <br />connecting with the Cultural Resources Commission over the matter to find a way of mitigating the <br />cult ural/archeological concerns. <br />The committee discussed how the major opponents of the Ali'i Parkway project have now become <br />supportive, including Curtis Tyler. They reasoned that with the major opponents now in support, they <br />should be able to gain more tract ion. <br />Chair Young suggested that a subcommittee could be formed to work with Councilmember Kanuha to <br />support getting the Ali'i Parkway project underway. <br />Committee Member Rivera spoke about a couple of development s which may aid in their work on the <br />Ali'i P arkway including a developer who needs to build another mauka - makai connector and may put in <br />the Puapuanui intersection for the roadway. <br />A community member mentioned having the bypass initially built as a bike - path through a joint venture <br />with the county a nd community volunteers. Nancy Pisicchio said she had suggested this idea to <br />Councilmember Kanuha as a means to try to get the project started . The idea would be to allow for a <br />road to be retrofitted later as the funds become available. She mentioned that federal funding for <br />roadways has been limited to maintenance and safety improvements which creates a major funding <br />con straint on the project. This idea met mixed opposition with the Action Committee members, some <br />of whom felt like starting with a bike - path would make it harder to construct a road way in the future. <br />Chair Young suggested that a subcommittee could be formed to try to both 1) organize a redesign of <br />the roadway, and 2) to determine the feasibility of funding/c onstructing a complete roadway with the <br />A major strategy of this <br />subcommittee w ould be through communic ating with Councilmember Kanuha, the Burial Council, and <br />other stakeholders to try to generate support. <br />Committee Me mber DeFranco added that a roadway should also include the pedestrian and bikeways. <br />Committee Member Rivera stressed that the c ommittee not understate the archeological concerns <br />which previously halted the project . H e felt that starting with a bike - path c ould help to work around the <br />archeological sites. <br />Committee Member DeFranco moved to create a subcommittee for the Ali'i Redesign. Seconded by <br />Committee Member Payne. <br />Chair Young asked for volunteers for this subcommittee.
