From: Lee McIntosh <lee@leemcintosh.org> <br />Sent: Sunday, July 15, 2018 4:26 PM <br />To: Charter Commission <br />Subject: Suggestions for Charter Amendments <br />Aloha, I am submitting some suggestions and their reasons for charter amendments after reading an article about the <br />Charter Commission. <br />Suggestion 1: <br />Change the term for County Council members from 2 year terms to 4 year staggered terms. <br />Reasoning: <br />I have heard elected officials complain that just as they learn the ropes of the job, they then have to focus on their <br />reelection campaign. 4 year terms would give them more time to focus on their constituents before they need to focus <br />on their reelection campaign. If they are reelected, they then can focus solely on helping their constituents (8 year term <br />limit). Staggered terms would help provide stability to the council and allow new incoming council members the <br />opportunity to learn from their seniors. <br />Suggestion 2: <br />Broaden substantially what land bought with PONC funds can be used for. <br />Reasoning: <br />It is too restrictive. It is ludicrous that the Kawa bridge in Kau between Naalehu and Pahala was delayed for all these <br />years because the state had to first condemn the portion of the land needed for the project because it wasn't allowed <br />under the rules currently in place. <br />Thank you for reading and considering my suggestions. <br />Lee McIntosh <br />1 <br />GT - 0002 <br />
