LEGISLATIVE BRANCH (continuation) <br /> The task was not an easy one and after weeks of deliberation, <br /> the commission voted on a seven member council. Five of the <br /> seven members will be elected by the voters of their respective \~ <br /> districts--one shall be a resident of the First State Represen- <br /> tative District which encompasses Ka'u, Puna, and a portion of <br /> South Hilo, the boundary being Haihai Street. Two councilmen <br /> must reside in the Second State Representative District which <br /> begins at Haihai Street and continues to Wainaku, more specifically <br /> Kapue Stream. One councilman shall reside in the Third State <br /> Representative District which begins north of Kapue Stream and <br /> includes North Hilo, Hamakua, and North Kohala. The fifth <br /> district councilman shall reside in the Fourth State Representative <br /> District which is comprised of South Kohala, and North and South <br /> Kona. These five councilmen shall serve two year terms. The <br /> remaining two members shall run at-large and shall serve four <br /> year terms. <br /> The commission proposal also includes the creation of a <br /> reapportionment commission. The commission will be constitued <br /> in 1983 and every tenth year thereafter. It will have the <br /> authority to apportion the five district council seats and . <br /> redraw the district boundary lines where and when necessary. <br />
