Charter Commission -1 July 13, 2018 <br />Motion to Amend: <br />Ms. Rice moved to amend the Rules of Procedure to <br />alternate meeting sites between Hilo and Kona. Seconded <br />by Mr. Bergin. <br />CHR. ADAMS: Is there any discussion on this motion? Yes, Commissioner <br />Todd. <br />MS. LEITHEAD TODD: Since we're meeting in Hilo today, does this mean that. <br />we would then meet in Kona in August? <br />CHR. ADAMS: We'll have an opportunity to talk about that. <br />MS. LEITHEAD TODD: Okay. <br />CHR. ADAMS: Is there any other discussion. Commissioner Rice, do you have <br />anything else you'd like to add? <br />MS. RICE: No, thank you. <br />CHR. ADAMS: Okay. <br />MR. HENRICKS: Mr. Chair? <br />CHR. ADAMS: Mr. Henricks. <br />MR. HENRICKS: So, 1 understand the motion would be to amend the rules, to <br />make it clear, that meetings would alternate, meaning one here, one there. <br />Ms. Leithead Todd didn't specify anything, but there may be reasons to have the <br />meetings in Hilo as opposed to Kona, say if we wanted to have department heads <br />available. Of course, they could appear by videoconference, but it might be more <br />efficient and productive if the department heads were directly in front of the <br />commission, so, perhaps, with the understanding that we could amend the rules to <br />provide that meetings would alternate and retain the wording "unless otherwise <br />specified," to give the Chair and the group the freedom to decide that, instead of <br />going to Kona next meeting maybe going after that because it may be more, at <br />least for the—what's on the upcoming agenda, it might make more sense to be in <br />this location. <br />CHR. ADAMS: I appreciate that. Thank you very much, Mr. Henricks. I guess <br />my comment to that would be that's precisely why I would like to have it in. <br />Kona. And I would like to have our department heads there, if they were on the <br />note. In other words, if we're going to have matters of substance and we're going <br />to have individuals that are important county officials and it just happens that <br />we're going to be in Kona as a part of that, then, we all go to Kona. <br />Page 6 <br />
