For <br />Mr. Brilhante...I'm just curious how many contracts like this <br />exist? <br />Good morning. William Brilhante. County of Hawai`i HR <br />Director. Thank you very much. Commissioner Robinson, thank <br />you for allowing me the opportunity to come up and give some <br />input. Right now we have 14 employment contracts within the <br />County...County wide you know out of our 2,700 employees we <br />have 14. Out of those 14 besides this current contract we're <br />discussing...there's two other individuals who previously worked <br />for the County... so total of three. It's not wide spread. It's not <br />rampant. The reason these contracts are in place is cause often <br />times we have employees with significant years of institutional <br />knowledge. They've been with the County for two maybe some of <br />them even three decades working full time with the County...and <br />when we lose them... we lose that knowledge base...we lose that <br />experience...and we lose that ability to have a firm understanding <br />of you know what it takes to specifically engage in a particular <br />project. All of these 14 employment contracts a number of them <br />are for consultative services...which is kind of the basis that we <br />engage Ms. Cadaoas as well...you know with the migration to <br />EnerGov...you know from the previous software program. And <br />again it was a very fortuitous situation for the County. Ms. <br />Cadaoas had significant years of service... she was working on the <br />project previously...she submitted a notice to the County that she <br />was going to be retiring. In lieu of her retirement we're able to <br />come up with a system to maintain again her institutional <br />knowledge and knowledge base for this particular project cause <br />she was assigned to it. She agreed to take a cut in pay... in <br />accordance with the reduction in the amount of hours that she was <br />required to work...so she went from a full time employee...to a <br />three quarters time employee...because she needed the additional <br />time to take care of her personal issues...that arose...and <br />necessitated her request to resign. In the way were any promises <br />made or grants provided to her...special privileges...it was just a <br />win-win for both the County and Ms. Cadaoas. Going forward, <br />I'm just going to caution and Mr. Corp. Counsel, Deputy Corp. <br />Counsel Yoshimoto brought it up is...when we're discussing an <br />16 <br />
