Please see below for the responses to your questions in the memo dated <br />August 27, 2018: <br />What is the "position classification plan" as referenced in Section 3-13; to whom <br />does it apply; and for what reason is Section 7-1.5 provided as a cross <br />reference? <br />The position classification plan is our Compensation Plan that is updated <br />annually. It contains a listing and grouping of ali civii service classes of work and <br />classes that are required by HRS §76-77 to be included in the classification <br />system, such as positions in the Mayor's office. <br />Section 7-1.5 refers to the Position Compensation Plan which is required under <br />HRS §76-13 (a). This section requires that each Director (of Human Resources) <br />"shall establish, implement, and maintain one or more classification systems <br />covering all civil service positions, not otherwise exempted by rules. The <br />classification system shall be constructed with the objective of achieving equal <br />pay for equal work as provided in section 76-1 <br />That the pay plan (otherwise known as the Salary Ordinance) may be amended <br />by the Council via resolution, rather than the traditional manner of amending an <br />ordinance with subsequent ordinance. <br />I am not sure why the Charter allows for amending the Salary Ordinance by <br />resolution.
