C • Kailua-Kona, Hawaii 96740 <br />(808)323-4444 • Fax(808)323-4440 <br />EMERGENCY PROCLAMATION <br />WHEREAS, Chapter 127A Hawaii Revised Statutes, provides for the establishment of <br />County organizations for emergency management and disaster relief with the Mayor <br />having direct responsibility and authority over emergency management within the <br />County., <br />WHEREAS, Chapter 127A Hawaii Revised Statutes and Chapter 7, Articles 1 <br />and 2 of the Hawaii County Code, establishes a Civil Defense Agency within the <br />County of Hawaii and prescribes its powers, duties, and responsibilities, and Section <br />13- 23 of the Hawaii County Charter empowers the Mayor of the County to declare <br />emergencies; and <br />WHEREAS, the National Weather Service at 5:00 p.m. HST on August 17, 2018 <br />issued Hurricane Lane Advisory Number 17 advising that Hurricane Lane had entered <br />Hawaiian waters and was located at 12.8 North Latitude/141.0 West Longitude or 930 <br />miles south east of Hilo, Hawaii as a Category 4 hurricane with maximum sustained <br />winds of 145 mph and; <br />WHEREAS, the National Weather Service at 5:00 a.m. HST on August 21, 2018 issued <br />Hurricane Lane Advisory Number 27 advising of a Hurricane Watch for the County of <br />Hawaii. Hurricane Lane was located at 14.1 North Latitude/152.3 West Longitude or <br />450 miles south east of Kailua-Kona, Hawaii as a Category 4. hurricane with maximum <br />sustained winds of 150 mph and; <br />WHEREAS, a Hurricane Watch means that possible tropical storm conditions <br />can occur any time within the next 48 hours; and <br />WHEREAS, conditions associated with hurricanes and tropical storms include <br />but are not limited to storm surge, high surf, high winds, flash flooding and heavy rain <br />may occur; and; <br />County of Hawaii is an Equal Opportunity Provider and Employer. <br />
