58. Tenant: The person or persons (other than a live-in <br />aide) who executes the lease as lessee of the unit. <br />59. Tenant Rent: The amount payable monthly by the family <br />as rent to the unit Owner. <br />60. Total Tenant Payment (TTP): The total amount the HUD <br />rent formula requires the tenant to pay toward rent and <br />utilities. <br />61. Utility Allowance: An amount equal to the estimate <br />established by the PHA of the monthly costs of <br />utilities and other housing services for an assisted <br />unit by an energy conservative household of modest <br />circumstances consistent with the requirements of a <br />safe, sanitary and healthful living environment. The <br />estimates are not included in the tenant rent but are <br />the responsibility of the family occupying the unit. <br /> The PHA will review the utility allowance schedule <br />annually. If the review finds a utility rate has <br />changed by ten (10) percent or more since the last <br />revision of the utility allowance schedule, the <br />schedule will be revised to reflect the new rate. <br />62. Utility Reimbursement: The portion of the housing <br />assistance payment which exceeds the amount of the Rent <br />to Owner. <br />63. Very Low-Income Family: A family whose income does not <br />exceed fifty percent (50%) of the median income for an <br />area as determined by HUD, with adjustments for family <br />size. <br />64. Violations of Lease Agreement: <br />a. Serious Violation - The intentional or <br />unintentional breach of the lease agreement or <br />other signed document which constitutes grounds <br />for eviction.
