RULE 1. RULES RELATING TO ADMINISTRATIVE PROCEDURE <br />A. DEFINITIONS <br /> For the purpose of this rule: <br />1. “Administrator” means the Housing Administrator of the <br />Office of Housing and Community Development, County of <br />Hawai`i. <br />2. “OHCD” means the Office of Housing and Community <br />Development, County of Hawai`i. <br />3. “Interested person” means a person having a direct and <br />not merely a consequential interest in the matter of <br />concern; a person with an interest which is greater <br />than that of a member of the general public. <br />B. GENERAL APPLICABILITY <br />These rules shall regulate the practice and procedure before <br />the OHCD and its Administrator, pursuant to Chapter 91, <br />Hawai’i Revised Statutes; Sections 46-15 and 46-15.1, <br />Hawai’i Revised Statutes; the Charter of the County of <br />Hawai’i; Chapter 2, Article 5, Hawai’i County Code; and <br />other related acts and may now or hereafter be administered <br />by the Administrator of the Agency. They shall be construed <br />to secure the just, speedy, and inexpensive determination of <br />every proceeding. <br />C. RULES SUBORDINATE TO OTHER LAWS <br />All rules of the OHCD are subordinate to Sections 46-15 and <br />46-15.1, Hawai’i Revised Statutes, and to any applicable <br />Federal Law or federal assistance requirements. In the <br />event any rule of the OHCD is contrary to or conflicts with <br />said sections or any federal assistance requirement, then <br />such sections or requirement shall govern over any rule to <br />the contrary. <br />D. METHODS WHEREBY PUBLIC MAY OBTAIN INFORMATION <br />1.
