implemented and limited usage by our existing quarry tenants, which are mauka. And so what <br />we wanted to do was, as part of this amendment, we felt that if we were able to construct that <br />short segment of South Access Road – Christian, you have the exhibit that has the red, yeah – so <br />if we were to construct that short segment of South Access Road and Kanalani Street to where <br />Spectrum’s office is, it provides an additional access to the Kaloko Light Industrial area. As all <br />of you that shop in Kaloko and try to hit north to get out to Hina Lani, it’s a little problematic; <br />the intersection at Kamanu with that batwing design, and then Kanalani is always really <br />congested. So we felt that having this third option, especially with Costco adding the back entry <br />on Lawehana Street by Ferguson, would provide some safety benefits to the region. So I think <br />those are some of the other benefits to this amendment. <br /> <br />UNGER: Right, and that was a Public Works suggestion? Didn’t Public Works come up with <br />that recommendation? I thought your original discussion was extending Kanalani to the South <br />Access Road and down, and then Public Works came in and made a recommendation to attach <br />the North Access from Queen Ka‘ahumanu Highway to Kanalani? Is that the history of the <br />discussion? <br /> <br />KAY: So, yes, Public Works had a concern that the removal, that the amendment as originally <br />proposed would remove the requirement to build the North Access Road. So in response to that, <br />and also somewhat in response to the supplemental traffic study that was done, it was <br />recommended that the North Access Road be moved into part of Phase 1. So those are the kind <br />of two reasons, and I’m assuming those are the two reasons that the applicant responded to that <br />and wanted to add that as part of this condition. <br /> <br />UNGER: Right, and regardless it’s there, and that’s part of Phase, we are calling it Phase 1, and <br />part of this amendment. <br /> <br />MOORE: The intersection improvements are completely constructed for the North Access <br />Road, as well as the South Access Road, so, you know, it just makes sense to go ahead and use <br />it. The real benefit is the South Access Road where you are tying into a fully signalized <br />intersection. North Access Road is a right-in, right-out, there is limited benefit, but we did not <br />have objections to the requirement that they be built as part of the Phase 1. <br /> <br />UNGER: I couldn’t find any reference to – I saw the references to the roadway development we <br />are talking about now in Phase 1, I saw the discussion on the Kamanu Street Extension – I <br />couldn’t find anything in the conditions for, let’s call it Phase 2 and Phase 3 other than Kamanu <br />Street, and I know that the traffic study was talking about continuing development, road <br />development, within the entire project access, access north extension from Kanalani, access <br />south, access road south from Kanalani up to Kamanu, there was discussion throughout the <br />material about those improvements. What is the status of that, or how are those roads going to <br />be developed? Are they kicked in by phasing? And are they, where can we find it in the <br />conditions? <br /> <br />MOORE: The other improvements, those are identified as mitigation measures within the TIAR, <br />so as part of Phase 2, TIAR. The zoning condition, Condition G, with the ones we are going <br />back and forth on, requires us to implement the mitigation measures within the TIAR.
