ONO: -- that as a source of balancing <br /> 11 The budget . <br /> 12 MS . CRAWFORD: Well, the furlough. It was <br /> 13 posed as a furlough. <br /> 14 MR. BRILHANTE : Correct . There was some <br /> 15 discussion, as I said, at the council meeting. <br /> 16 MR. HIGGINS : Bill, I just want to be clear, <br /> 17 I 'm not trying to impugn anybody and say somebody is <br /> 18 not working hard. This is a disaster for all of us on <br /> 19 this island. There ' s a lot of mom and pop shops out <br /> 20 there that are starving to death or may be closing <br /> 21 their doors, airlines are running at half speed, and <br /> 22 the hotels are half empty. And there ' s no easy answer <br /> 23 to this . I 'm not trying to suggest that .
