Transcript of Bill 260 from the July 3, 2012, Council meeting: <br />» Bill 260 initiates an amendment to the Hawai'i County Charter, 2010, by amending <br />Article VI, Chapter 9, by creating a new section relating to a game management advisory <br />commission. Creates a game management advisory commission consisting of nine <br />members who shall be appointed by the Mayor and confirmed by the Council. This <br />commission shall advise County, State, and Federal agencies on matters relating to the <br />preservation of subsistence hunting and fishing, as well as protecting traditional and <br />cultural gathering rights, and also sets forth other criteria. This Bill was introduced by <br />Mr. Yagong. <br />» Vice Chair Pilago? <br />» Thank you Chair Yagong. Mr. Pilago, if you could, I'd appreciate it if you <br />would take the Chair at this point and time? I'd like to be the first to speak on this <br />particular Bill, please? <br />» Let the record show I now assume the Chair. Proceed Mr. Yagong. <br />» Thank you very much Mr. Pilago. First of all I want to thank my Council Members. <br />Colleagues, this has been a very wonderful Bill that has come forward to the Council for <br />consideration. It has brought forth much testimony as you all know, and I really <br />appreciate your patience and understanding, and; but it was really wonderful because it <br />had an opportunity for people to come forward and really express how important they <br />feel that home rule is. That we take an issue such as subsistence hunting and subsistence <br />fishing and begin to say that we here in Hawai'i County want to be part of the process <br />that really dictates exactly what we feel is important to protect our, our, our natural <br />resources, our, our culture, and our gathering rights and our heritage here in Hawai'i <br />County. I want to make one thing absolutely clear, though, in regards to Bill 260. <br />Although I am the author of this I will tell you that this Bill came from the hunters, you <br />know. And we provided the, the opportunity and the avenue to do so. But this idea came <br />from sitting around the table with a bunch of hunters that really expressed, you know, <br />their vision as far as what they feel Hawai'i, the, the vision that Hawai'i County needs to <br />go into, and expressed the frustration that they've had in really not being, not only, not <br />part of the process but not having the voice that they feel they really, really need. <br />Because if you take, you take a look at a group of people that have more vested in <br />making sure that we protect our, our natural resources not only for today but for future <br />generations. And when you hear them talk about these things it's never for themselves. <br />18 <br />
