Provide a brief description of the purpose of the proposed charter amendment; include <br />a description of the issue the proposal would address: <br />The current phrasing is non-sensical. The proposed amendment fixes the phrasing to <br />clarify that each district shall elect and be represented by one of the nine council <br />members, with similar rephrasing of language for boards and commissions that use <br />district residency requirements. <br />4.
