(a) The council shall enact zoning, subdivision, and such <br />other ordinances which shall contain the necessary provisions to <br />carry out the purpose of the general plan. <br />(b) No public improvement or project, or subdivision or <br />zoning ordinance, shall be initiated or adopted unless the same <br />conforms to and implements the general plan. <br />(c) Amendments to the general plan may be initiated by the <br />council or the planning director. <br />Section 3-18. Mandatory Program Review. At least once every four <br />years, the council shall critically review every program supported <br />wholly or partially by county funds, and unless the council shall <br />favorably authorize its continuation at current or modified levels, <br />the program shall be terminated. The council shall adopt proce- <br />dures and details to implement this section. <br />
