(1) Where not in conflict with this charter, assume and perform <br />all the duties and functions of the purchasing agent, the treasurer <br />and the auditor of the county as provided by law, and for this <br />purpose the director of finance shall be authorized to appoint <br />a deputy, to assign and reassign such duties to any employee <br />as he sees fit and to make internal administrative and organiza- <br />tional changes as he sees fit subject to the approval of the <br />mayor. <br />(m) Exercise such other powers and perform such other duties <br />as may be prescribed by this charter, by ordinance, by law or <br />by the mayor. <br />Section 5-3.4. Pension Board. There shall be a pension board <br />consisting of five members who shall be appointed by the mayor <br />[with the approval of] and confirmed by the council in the manner <br />prescribed in Section 1[3-]2.4. The pension board shall assume the <br />duties and functions of the pension board of the county and the <br />board of trustees of the policemen, firemen, and bandsmen as <br />provided by law and shall be attached to the department of <br />finance. The county clerk and the director of finance shall <br />ex -officio be the secretary and treasurer, respectively, of the. <br />pension board. <br />
