y. <br />CHAPTER 3 <br />DEPARTMENT OF PARKS AND RECREATION <br />Section 6-3.1. Organization. There shall be a department of <br />parks and recreation consisting of a parks and recreation director <br />and the necessary staff. <br />Section 6-3.2. Director. The parks and recreation director <br />shall be appointed by the mayor, confirmed by the council and <br />may be removed by the mayor. <br />Section 6-3.3. Powers, Duties and Functions: The powers, <br />duties and functions of the department of parks and recreation <br />shall be prescribed by ordinance and shall be exercised and <br />performed by the department[; provided, that the powers, duties <br />and functions of the department existing at the effective date <br />of this charter shall continue and be exercised and performed by <br />the department until changed or modified by ordinance]. <br />Section 6-3.4. County Bands. The county bands shall be a part <br />ofthe department of parks and recreation for administrative <br />purposes. The bandmasters shall be appointed by the mayor and <br />may be removed by the mayor. The members of the bands and <br />other employees connected therewith shall be appointed by the <br />bandmasters and may be removed by the bandmasters with the <br />approval of the managing director, and all positions in the band <br />shall be exempt from civil service laws and classifications. <br />
