Hawaii Police Commission <br />Meeting Agenda <br />October 19, 2018 <br />Page 2 <br />• Salary Commission's request for future salary recommendations for the Police Chief <br />and Deputy Chief (per Salary Commission meeting agenda). <br />CHAIR'S REPORT ON OTHER COMMISSION ACTIVITIES AND INTERESTS <br />Including: <br />• Submittal of Police Commission's Annual Report <br />(CLOSED SESSION) <br />EXECUTIVE SESSION <br />The commission anticipates meeting in executive session to consider charges against <br />officers or employees of the Hawaii Police Department and to work on the semi-annual <br />evaluation of the police chief where matters affecting privacy will be involved, to consider <br />sensitive matters relating to public safety, and may consult with Corporation Counsel on <br />questions and issues pertaining to the commission's powers, duties, privileges, immunities, <br />and liabilities pursuant to HRS 92-5 (a) (2) (4) (6) and the Hawaii County Charter Section <br />13-20 (b). <br />REQUEST FOR REPRESENTATION BY CORPORATION COUNSEL <br />Correspondence 18-05, CV No. 18-1-109K, Jami Harper vs. Police Chief Paul Ferreira and <br />former Police Chief Harry Kubojiri. <br />WORK ON POLICE CHIEF PAUL FERREIRA'S SEMI-ANNUAL EVALUATION <br />CONSIDERATION AND INVESTIGATION OF COMPLAINTS (Briefly summarized.) <br />• HPC 18-15: Complainant alleged that when officers responded to a call from hospital <br />staff, the officers acted in an overbearing manner. He also alleged that an officer <br />refused to initiate an assault complaint against a nurse who inserted an IV into his arm <br />that caused pain. <br />• HPC 18-23: Complainant alleged that an officer harassed him when he was asked for <br />his placard to enter the lava zone. He also alleged that he was issued citations for not <br />having the registration and safety check sticker on his motorcycle. <br />• HPC 18-24: Complainant alleged that he was arrested and handled roughly when he <br />tried to enter the lava zone without proper identification. <br />• HPC 18-25: Complainant alleged that while he was being issued a citation for not <br />having his driver's license while trying to enter a lava zone, an officer harassed him. <br />
