Whether we are in the <br />Charter with the County or not. We will still have to be accountable to them for <br />the sources of the funds. <br />MS. RICE: Thanks. <br />CHR. ADAMS: Commissioner Hopkins. <br />MR. HOPKINS: So based on what you said, it is fair to say that if we don't have <br />the federal funding, the department doesn't operate because it doesn't have any <br />money, so you could be written into the Charter but if we don't have the federal <br />government money for the programs, you would have very few—you may have a <br />few projects, but you would have very few projects. <br />MR. GYOTOKU: Well, when I started it was like only five million dollars and <br />when I came back 20 months ago, it has grown to about 27 million dollars and <br />they said one of the reasons they wanted, they didn't want to make our employees <br />civil service was because the due to availability of funds in case the federal <br />government says "no monies" then the County would not have to be able to pay <br />for those positions like that, yeah, but that was one of the reasons, but it hasn't <br />happened over the last 30 or 40 years. In fact it has grown by maybe five or ten <br />times. <br />CHR. ADAMS: One last question which is for me, which is relatively naive, <br />where as an organization in the County where you fit right now. <br />MR. GYOTOKU: We come under the Mayor's office. <br />CHR. ADAMS: So directly. <br />MR. GYOTOKU: Yeah. I take my orders from Mayor Kim. However, the <br />County Council also acts as our County Housing Agency, which is like a policy <br />making body. So we go and process our actions through the County Council, I <br />mean the Housing Agency. <br />CHR. ADAMS: Yeah. I understand.
