Hawaii County Charter Commission -3 September 14, 2018 <br />all focused on enhancing and improving our community as a whole. And, I am <br />going to ask Ron to speak to the last one because he's done a little bit of thinking <br />about this. <br />MR. WHITMORE: So we worked with staff this past year to do some strategic <br />planning, and so we looked hard at the Charter and you get to the third item c and <br />kind of scratch your head a little bit. We did some research. We actually had a <br />staff member look back at some original, I forget which body it was at the time. I <br />think it was back in the 60's when some of this language was being developed <br />and .. <br />MS. LEY: Board of Supervisors <br />MR. WHITMORE: Yeah, Board of Supervisors probably at the time. So, the <br />best we could tell is those are a function of at the time you may recall, was when <br />you know at the federal level there were significant programs coming down <br />through the war on poverty, great society, so the best we can tell, these are a <br />function of that. The department at the time must have played a role in <br />coordinating how those dollars came down and were leveraged at the local level <br />and helping agencies across the County be strategic about how to best use those <br />investments. <br />But as you all know, those days have come and gone. The days of large federal <br />non-competitive grant mechanisms are for the most part gone, limited at this point <br />to some HUD (Department of Housing and Urban Development) dollars and so <br />we just, we look at that and wonder whether its time has come and gone. So, I <br />guess in terms of considerations for the Commission, we would suggest maybe <br />that's something worth looking at in terns of whether it still has meaning and <br />purpose in the twenty-first century for the County.
