Hilo Commercial District; and Village Commercial zoning districts, with a Use Permit, and as <br />you know, the Use Permits are approved by the Planning Commission; and then all zoning <br />districts within areas designated by the County General Plan as Resort or Resort Node, except <br />that a Use Permit is required in the Single-Family Residential zoning district in those Resort <br />areas. And then outside of these areas listed above, new short-term vacation rentals are not <br />permitted but existing short-term vacation rentals may continue to operate, if the Planning <br />Director issues a nonconforming use certificate. <br /> <br />UNGER: I had a question. <br /> <br />JACKSON: Yes. <br /> <br />UNGER: It appears that those areas that, these vacation rentals, are very well defined and <br />specific. Who, who came up with this list or who generated this outline here? <br /> <br />JACKSON: The County Council. <br /> <br />UNGER: The County Council did. <br /> <br />JACKSON: It’s their bill, so they are the ones that came up with this, this list. <br /> <br />UNGER: Okay. And it’s my understanding that the sponsors of the bill are Councilperson <br />Kanuha and Councilperson Eoff, is that correct? <br /> <br />JACKSON: That’s correct. <br /> <br />UNGER: Can you, can you explain to me what that means if you sponsor the bill? Or can <br />somebody in staff — <br /> <br />JACKSON: I think maybe the Director or Corp. Counsel can. I’m not real familiar with the <br />Council sponsorship process. <br /> <br />UNGER: Does that mean it’s their idea? Does that mean they wrote it? Does that mean a <br />constituent came to them and ask them to write it? I’m just curious because for me it’s always <br />important to find out where this is coming from. <br /> <br />HALL: I think those are all possibilities. I can’t speak to this bill because I didn’t work with <br />Council on it, but those are all possible things. Usually, when you sponsor it, that means that <br />you are bringing it forward. But, yeah, I don’t know exactly how it came to be. <br /> <br />YEE: Let me add, at the Windward Planning Commission the Mayor spoke to having it be a <br />priority to address vacation rentals, so I think there was leadership from him to have his staff, <br />Mayor staff, look into it. I think Council Member Eoff and Kanuha were certainly interested and <br />wanting to address it. So there was Mayor staff along with Council staff crafting it, certainly <br />with some consultation with the Planning Department.
