Commissioner Van Pernis also pointed to the signage in the drive-through area, and said that there <br />were actually a lot of indications of what the place was. <br /> <br />It was moved by Commissioner Sullenberger and seconded by Commissioner Kern that the <br />Commission forward to the Planning Director a recommendation for approval of the proposed <br />project as presented. There being no discussion on the motion, a roll call vote was taken and <br />motion carried with five ayes (Sullenberger, Kern, Ching, Hetherington and Van Pernis) and three <br />absent and excused (Crusat, Dahlberg and Ikeuchi). <br /> <br />2. The applicant, Lance C. Sundquist, is proposing a new double family residence located on <br />Lamaokaola Street. The proposal includes the construction of two new dwelling units on <br />an 8,152 square foot lot zoned Double-Family Residential (RD-3.75). <br /> <br />Landowner: Enhua Chen and Lin Huizhu <br />TMK: (3) 7-5-022:096 <br />Location: 75-5753 Lamaokaola Street, Kailua-Kona, HI 96740 <br /> <br />Ms. Newlon began her presentation by circulating Benjamin Moore paint chips to show the <br />similarity between the proposed colors and the historically recommended Benjamin Moore Historic <br />Palette. Using PowerPoint Ms. Newlon described the two proposed dwellings, and said that the <br />architectural appearance, including the paint colors, was consistent with the Master Plan, that the <br />proposal showed no trees other than some flowering shrubs, and that the project would have to go <br />through the Plan Approval process during which those matters such as zoning code and landscaping <br />requirements would be addressed. She said that the plan showed 14 feet between the two buildings, <br />which did not meet the minimum requirement of 15 feet, and that there did not seem to be any room <br />to move the buildings in order to gain one more foot of space in between. She said that another <br />option was to connect the buildings, which the applicant attempted to achieve by a breezeway cover <br />as shown on the elevation drawings; however, the method as such was not sufficient, and so the <br />applicant was in the process of redesigning the plans to address the issue by possibly connecting the <br />roofs, which might call for another Commission review. <br /> <br />In response to Commissioner Van Pernis’ questions, Ms. Newlon said that although it was not <br />shown on the drawings, the driveway and parking would be paved as required under the Zoning <br />Code, that there was no requirement for staircases to be located inside the building, and that she <br />found the proposed colors to be similar to the recommended Benjamin Moore palette and therefore <br />acceptable, but would leave the assessment to the Commission. Commissioner Van Pernis <br />expressed his concern about the exterior staircases, which seemed to allow the owner to create two <br />units within one building, thus four dwelling units in total. Ms. Newlon pointed out that there was <br />no kitchen upstairs other than a bar sink, which was allowed under the Zoning Code. <br />Commissioner Van Pernis commented that kitchen apparatus could easily be added later. <br />Ms. Bugado suggested that the Commission ask the owners whether or not they would consider <br />changing the design to place the staircases interior. <br /> <br />Mr. Jai Cheng stated that the applicant was not able to attend. He introduced the landowners, <br />Enhua Chen and Huizhu Lin, and said that he was their interpreter. He stated that the landowners <br />had nothing to add to the staff presentation.
