Short Answers <br />1. There are no inherent conflicts that inhibit the Office of the Corporation Counsel <br />from advising both the Legislative and Executive Branches of County <br />government. <br />2. In accordance with Section 6.5, HCC, the County Council, by two-thirds vote of <br />its entire membership, may authorize the employment of Special Counsel "for <br />any special matter presenting real necessity for such employment" including to <br />address any alleged conflict of interest. <br />3. The Charter provisions properly address potential conflict of interest matters <br />arising out of the duty of the Corporation Counsel to be the "chief legal advisor <br />and legal representative of all county agencies, the council and all officers and <br />employees in matters related to their official powers and duties." <br />COMM.
