Page 3 of 5 <br />Proposition 1 also created a new Section 3-18, titled "Reapportionment Commission" <br />(currently titled Redistricting Commission), which provided for the establishment of <br />council districts, as made necessary pursuant to the transition away from "at -large" <br />council seats. <br />Additionally, in order to accommodate the change from at -large seats and council terms <br />being reduced from four to two years, the following provision was included as part of <br />Proposition 1: <br />SCTION 5, <br />approval <br />anent shall take effect upon it. <br />y the voters. The members of the county council at the <br />time of the approval of this amendment shall serve out their fu'l'l <br />terms The county council to be elected at the regularly <br />scheduled election in 1992 shall be the first to be elected from <br />the nine districts as established by the reapportionment commission. <br />In summary, the partisan election method was retained, whereby true primary and general <br />elections were required to fill each council seat. Term limits were still not in play. The <br />significant change was the move from four to two-year terms and the creation of nine <br />council districts, which in part removed the option for voters to vote for all council <br />candidates, regardless of the geographical area that candidate was to serve. <br />As amended, Section 3-2 read: <br />"Section 3- 2. Composition and Terms. There shall be a county <br />council composed of nine members. One member shall be elected from <br />each of nine districts. The terms of the council members shall be two years <br />and shall begin at twelve o' clock meridian on the first Monday of <br />December after their election. Candidates shall be nominated and elected <br />in accordance with the election laws of the state." <br />Amendment No. 2: <br />• Term limit <br />Section 3-2 was next amended at the General Election on November 5, 1996, via the <br />contents of Ordinance No. 95-20, as offered by the County Council.
