Council Member Composition and Terms by County <br />City and County of Honolulu <br />• Nine Council Members elected to four-year terms. <br />• May not serve more than two consecutive four-year terms. <br />• Staggered elections — not all council members up for election in each election. <br />• District residency requirements — 9 council districts as created via a Council Reapportionment <br />Commission. <br />• Voters may only vote for the candidate that resides in his or her district. <br />• Nonpartisan elections. <br />Contact: County Clerk, Glen Takahashi (808) 768-3810 <br />County of Maui <br />• Nine Council Members elected to two-year terms. <br />• May not serve more than five consecutive two-year terms. <br />• All nine council seats are up for election every two years. <br />• District residency requirements for candidates, but ALL voters may cast votes for ALL nine <br />districts (candidates are elected "at large" —though each candidate must reside in a distinct <br />geographical region). <br />• If any district is sought by two or fewer candidates, those candidates and that race appear only <br />on the General Election ballot; i.e. the Primary Election is only used to narrow the field down to <br />two candidates — not to outright elect a council member. If there is only one candidate, that <br />candidate goes on the General Election ballot. <br />• Nonpartisan elections. <br />Contact: County Clerk, Danny Mateo (808) 270-7749 <br />County of Kauai <br />• Seven Council Members elected to two-year terms. <br />• May not serve more than four consecutive two-year terms. <br />• All seven council seats are up for election every two years. <br />• Council seats are at large — NO district residency requirements and ALL voters may vote for ALL <br />candidates. <br />• The primary election is used to cut the field of prospective candidates to the top fourteen vote <br />recipients.
