PROPOSAL NO. CA -7 (For Commission Use only) 2018-2020 HAWAII COUNTY CHARTER COMMISSION CHARTER AMENDMENT PROPOSAL FORM 1, GENERAL INFORMATION Nance of Commission Member: Paul K. Hamano 2. If applicable, list the Section number(s) of the charter provision(s) to be deleted or amended: Delete Sections 10-15 and 10-16 of the Hawaii County Charter ("HCC") and replace it with new terms. 3. Provide a brief description of the purpose of the proposed charter amendment; include a description of the issue the proposal would address: The purpose of the proposed charter amendment is to delete Sections 10-15 and 10-16 of the HCC and replace it with terms that are consistent with the intent and purpose of the Public Access, Open Space, and Natural Resources Preservation and Maintenance Funds (hereinafter referred to as the "Public Access Preservation Fund" and the "Public Access Maintenance Fund." 4. If the proposal is based on a provision(s) in the charter or law of another jurisdiction, name the jurisdiction and, if possible, attach a copy of the relevant provision(s). The replacement terms for 10-15 and 10-16 is generally taken from Section 9-19 of the Maui County Charter. See attached Exhibit "A," 5.
