a full implementation of a Coordinated Entry System (CES). The work began in April 2017 with the <br />implementation of the CES for families — housing families based on their vulnerability score. In October <br />2017, the County implemented its CES for singles and before the deadline of February 2018, the County <br />incorporated the CES for Veterans, victims of Domestic Violence and Youths. The CIES program provides <br />housing opportunities for individuals based on an agreed upon priority listing and works to place <br />individuals in housing programs that best meets their needs. <br />Helping low-income individuals and families avoid becoming homeless, especially extremely <br />low-income individuals and families and those who are: likely to become homeless after <br />being discharged from publicly funded institutions and systems of care (such as health care <br />facilities, mental health facilities, foster care and other youth facilities, and corrections <br />programs and institutions); and, receiving assistance from public or private agencies that <br />address housing, health, social services, employment, education, or youth needs <br />The County has partnered with several non-profit organizations and government agencies to help low- <br />income individuals and families avoid becoming homeless. <br />The County is a coordinator of the Ho'owaiwai Network, which is a network of community and <br />government agencies who meet monthly to collaborate on various projects that help individuals and <br />families attain economic self-sufficiency. Agencies that attend the monthly meetings include the Hawaii <br />Community College, Hawaii Island HIV and Aids Foundation, State of Hawaii — MedQuest, Parents Inc., <br />Office of Housing and Community Development, Lions Club, United Health Care, Bayada Inc., Hui <br />Ho'omalu (Foster Care Program), EPIC Ohana, Kuikahi Mediation, EdAdvance, Legal Aid Society and <br />Project Vision Hawaii, HOPE Services Hawaii, Catholic Charities, Hawaiian Community Assets, <br />Neighborhood Place of Puna, North Hawaii Education & Research Center. Collaborations amongst <br />partners included the Tropic Care Event in Keaau, monthly Food Distributions in Ocean View, Nanawale <br />and Volcano, Hamakua-Kohala Wellness Fair, Kupuna Food Pantry and Kuikahi Mediation Training <br />sessions. <br />The County continues to work with Hawaiian Community Assets and Hawaii Homeownership Center <br />which provides free financial literacy and education workshops at various locations on the island of <br />Hawaii. Both agencies conduct free education classes at the Existing Housing Division conference room <br />and at the West Hawaii Civic Center. In addition, Hawaiian Community Assets provide on-site free <br />financial counseling at the Na Kahua 0 Ulu <br />In November 2017, HOPE Services Hawaii coordinated and hosted the Annual Homeless Luncheon & <br />Resource Fair in Hilo and Kona. The event provided lunch or dinner and access to a multitude of <br />resources and services available for the homeless and at -risk of homeless community. The event was <br />well attended. The annual event is in its planning stages for 2018. <br />The County continues to administer the Tenant Based Rental Assistance (TBRA) Program. The TBRA <br />program provides preference consideration for Section 8 program applicants who have an immediate <br />CAPER 20 <br />OMB Control No; 2506M117 (exp. 06/30/201.81 <br />
