. (d) Any balance remaining in the fund at the end of any fiscal <br />year shall not lapse, but shall remain in the fund <br />accumulating interest from year to year. The moneys in this <br />fund shall not be used for any purpose except those listed in <br />this section. <br />. (e) The council shall by ordinance establish procedures for the <br />administration and expenditure of moneys in this fund. <br />. (f) This fund shall be used for acquisition of land and easements <br />and shall not be used for development, maintenance or for <br />any purpose other than as provided in this section. <br />(g) This fund shall be used to pay a salary for a senior staff person <br />who shall be hired by and work for the Department of Finance. <br />Their duties shall be limited to administration for Public Access, <br />Open Space and Natural Resource Projects, either for acquisitions, <br />maintenance of these lands, and administration of the Maintenance <br />Fund or stewardship grants. The duties for the administration of <br />the 2% Land Fund and the 1/4% Maintenance Funds shall include, <br />but not be limited to: assisting the public on submittals for <br />acquisition, working with the Public Access, Open Space and <br />Natural Resources Commission (PONC) to prioritize properties for <br />the Report to the Mayor, property negotiation and acquisition, the <br />pursuit of matching funds, the maintenance of lands with the <br />Maintenance Fund monies, procuring and overseeing maintenance <br />contracts for properties purchased with monies from the 2% Public <br />Access, Open Space and Natural Resources Fund, administrative <br />duties for stewardship grants, and to develop a template for the <br />Council members to submit resolutions for properties in their <br />districts that instruct the Director of Finance to actively pursue <br />acquisition. This staff position is in addition to the staff person <br />provided in the Hawaii County Code to assist the Public Access, <br />Open Space and Natural Resources Commission. <br />
